INTRODUCTION
The purpose of this report is to provide the Town of Lantana (Town) Town Council and Community
with a high-level executive summary of the status of the Town’s major projects and various current
and upcoming operational matters. Additional information may be available upon request.
MISSION STATEMENT
To preserve Lantana’s small-town atmosphere through responsible government and quality service.
NEWS RELEASES
ParkMobile New Parking System Implemented
On 11/06/2023, the Town implemented a new Parking System at municipally-owned parking lots.
Town residents and visitors can now pay for parking at these locations through the ParkMobile app.
The app provides a quick and easy way for users to make payments without placing money in the
meter. Users can also extend the time of their parking session on their mobile device without returning
to the meter.
The ParkMobile app is available at more than 350 metered spaces at the following municipal parking
lots:

The meter rates for the above locations are $2.00/hour plus $.40 cents/transaction. For example, if a
customer pays for one (1) hour of parking, their total cost would be $2.40 ($2.00/hour +
$.40/transaction). If a customer pays for three (3) hours of parking, their total cost would be $6.40
($2.00/hour + $.40/transaction). Below, you will see all of the convenient payment options that the
Town offers to its users:
2-1-1 Palm Beach and Treasure Coast
The 2-1-1 Helpline Community offers many services to all Palm Beach County residents. They give
hotline assistance in different languages (i.e., English, Spanish and Creole), providing suicide
prevention, crisis intervention information, assessment and referral to community services for people

Winterfest Lantana
The Town held the “Winterfest Lantana” event on Friday, 12/08/2023, from 6:00 p.m. – 8:00 p.m. at
Town Hall. Residents enjoyed the vendors and free activities and of course, taking photos with Santa!
The Town would like to thank everyone who participated in this very festive event.
Awards and Recognitions
At the 12/11/2023 Town Council meeting the following awards and recognitions were given under
Special Presentations:
Police Department Life Saving Award
The Police Department presented the Life Saving Award to Officer Arianna Morris for disregarding
her own safety and taking prompt action, which resulted in the saving of a young boy’s life. Officer
Morris responded to a medical call in which a seven (7) year old boy severely cut an artery by
putting his arm through a window. Officer Morris was able to calm the boy and render first aid by
applying a tourniquet, near the wound, until Palm Beach County Fire Rescue arrived. Her quick
actions and calm demeanor prevented the young boy from losing enough blood to cause life-
threatening concerns.
Employee of the Year Award for 2023
The Employee Committee was tasked with selecting the Employee of the Year. Departments
submitted their recommendations to the Employee Committee and as a result, Adam Ganz,
Accounting Technician, from the Finance Department received the Employee of the Year Award
for 2023.
Government Finance Officers Association’s (GFOA) Certificate of Achievement
The GFOA’s Certificate of Achievement for Excellence in Financial Reporting Award was
presented to Stephen Kaplan, Finance Director and Tammy Page, Assistant Finance Director for
their preparation of the Town’s Annual Comprehensive Financial Report (ACFR). The Certificate
of Achievement is the highest form of recognition in governmental accounting and financial
reporting and has now been received by the Town for 25 consecutive years. In addition, the GFOA
presented an Award of Financial Reporting Achievement (AFRA) to both Stephen and Tammy for
their direct contribution in preparing the ACFR. Thank you, Stephen and Tammy, for your
dedication and outstanding work in receiving this well-deserved accolade!
Read for the Record Palm Beach County 2023
On 11/22/2023, the Literacy Coalition of Palm Beach County announced the Town of Lantana as
the Read for the Record (RFTR) Palm Beach County 2023 Small Municipality Winner for reading
With Lots of Love on 10/26/2023. The Town sent volunteers to different local public schools and
daycares to read aloud With Lots of Love by Jenny Torres Sanchez. The volunteers included
Town Staff, Mayor Lythgoe, Town Manager Raducci, the Police Department, four (4) Palm Beach

County firefighters, local business owners and residents. Library Director Kristine Kreidler created
a video that included multiple Town staff members and officials reading the book aloud in English
and Spanish. In addition, she created a storywalk with pages from the book in our Town Hall
breezeway to promote the RFTR day and let kids read the book while exploring Town Hall and its
history. We held two (2) storytimes at the Lantana Public Library and the guests enjoyed free
churros from the BunnBoh Churro Truck and made pinatas and other crafts inspired by the books.
The Town would like to thank and recognize our Library DirectorKristine Kreidler for organizing
the event and bringing this most prestigious recognition back to the Town!
Recent Promotions in the Lantana Police Department (LPD)
The Town is extremely excited to announce the following recent promotions in the LPD:
Assistant Chief of Police Thomas Mitchell
On 10/09/2023, Thomas Mitchell was promoted from Commander to Assistant Chief of Police.
Assistant Chief Mitchell has more than 35 years of law enforcement experience with state and
local law enforcement agencies and has been with the LPD for four (4) years. The Assistant Chief
reports directly to the Chief and assists him in carrying out the operational needs of the
Department.
Commander Daniel Navas
On 12/10/2023, Daniel Navas was promoted from Sergeant to Commander. Commander Navas
has been with the LPD for 19 years of which he has served as a Sergeant for the past 11 years.
In his new role, Commander Navas will be responsible for supervising and overseeing the
Department’s Uniform and Detective Bureau Divisions.
Sergeant Tom Dipolito
On 12/10/2023, Tom Dipolito was promoted from his Detective Bureau assignment in which he
was assigned a multitude of various cases, to Sergeant. Sergeant Dipolito has been with the LPD
for 15 years and has been instrumental in researching and implementing several large-scale
projects within the department, including the implementation of the mobile and fixed license plate
reader systems. Sergeant Dipolito will be assigned to the Road Patrol Division.
Town Calendar
The 2024 Town Calendar is being printed and will be mailed out to our residents the week of
12/25/2023. The Town’s departments take a lot of pride in preparing this calendar each year as it
includes fantastic photos and showcases information about our many services, amenities and special
events. All of the Town’s important dates are identified (i.e., Town Council Meetings, Special
Magistrate Hearings, Planning Commission Meetings, Holidays, Special Events and many more). On
behalf of the Town Council, Administration and staff, we wish you a very Happy and Healthy New
Year!
Drive-In Movie Night Event
The Town of Lantana would like to invite all Lantana residents to the Free Drive-In Movie Night Event
that will take place on 01/05/24 at 7:00 p.m. We will have snacks and refreshments available while
enjoying Indiana Jones and the Dial of Destiny. For more information, contact Nadine Shawah, Parks

Palm Beach County Day 2024
Plans are well underway for Palm Beach County Day in Tallahassee which has been scheduled for
01/09 01/10/2024. Members of our Town Council and the Town Manager will have the opportunity
to travel to our State Capitol to observe our Legislative Process in person, meet with members of our
Lobbying Firm and network with other municipalities and organizations attending the event.

The Town looks forward to meeting with both Senator Bobby Powell Jr. and Representative Mike
Caruso in order to discuss the opportunity of gaining their support to fund the Town’s FY 2024/25 State
Appropriation Requests (see State Appropriations Project Request FY 2024/25 under GRANTS).
During this time, the Town will provide a first-hand account of the Town’s challenging capital and
infrastructure needs.
Florida Power & Light Company (FPL) News – “Light up Lantana
The Town has been and continues to work closely with FPL and their contractors to illuminate some
streetlights that have been out for some time. There are currently several lights out from Greynolds
Circle South along Broadway, at the intersection of Broadway and Hypoluxo Rd and on the north side
of Hypoluxo Rd just west of the Broadway intersection. Staff did a ride along with FPL’s contractor on
12/19/2023 to point out the exact locations of these lights to hopefully expedite the repairs.

neighborhood or anywhere around Town by reporting them on the FPL website at

Town Council Public Hearing 01/08/2024
During our April 2023 Visioning Session, the Administration discussed the possibility of implementing
a Stormwater Utility Fee to fund the Town’s growing Stormwater Infrastructure needs. In order to
determine if that is in fact necessary, the Town will soon issue a Request for Qualification (RFQ) for a
Contractor to review our current and future operating and capital costs to deliver our stormwater
services. The contractor would then determine how to allocate that cost to determine a potential
stormwater utility fee for our Town Council’s consideration later in 2024 for the upcoming FY 2024/25
Budget. If approved, for simplicity, the Town would intend to utilize the uniform method of collection a
non-ad valorem assessment for stormwater utility fees and related services through the tax bill
prepared and collected by the Palm Beach County Property Appraiser and Tax Collector.
State statute requires that an ad be run in the newspaper for four (4) consecutive weeks noticing the
Town’s intent as described above. In addition, a public hearing to consider the adoption of a resolution
that will officially notify the Property Appraiser and Tax Collector of our “intent” for the Town Council’s
consideration will be heard at the 01/08/2024 Town Council Meeting.
Please be advised that at this meeting the only thing that will be recommended for adoption is to make
the Property Appraiser and Tax Collector officially aware of our intent. No related fees are being

Water Treatment Plant and Water Distribution System Improvements Update
All of the new high service pumps are now online and are operating as designed. They will continue
to be closely monitored to ensure that their smooth operation continues.
Periodically, it has been brought to the attention of Town staff that some areas of the Town
occasionally experience water discoloration or “yellow tinted water” coming from their tap. Please be
advised that the Town’s drinking water is monitored and tested on a daily basis and continues to
confirm that it is safe to drink and that it is well within all mandatory Florida Department of Health water
treatment parameters. The Town internally tests the water on a daily basis for chlorine, hardness,
color, iron, PH, alkalinity, chlorides, total dissolved solids, temperature and conductivity. In addition,
the water is tested externally three (3) times per month for various conditions (i.e., total coliform/E.coli;
total coliform/fecal; enterococci; coliphage and HPC) and semi-annually for lead and copper.
In order to provide an immediate response to this concern, the Town continues to perform an
aggressive hydrant flushing program that helps to properly distribute the treated water within the
system. In addition, we have recently installed three (3) automatic flushing devices in various locations
throughout the Town. Due to the complex and intricate design of our Water Treatment Plant (WTP),
Town staff continues to work closely with our engineers to design cost-effective long-lasting
improvements which are expected to significantly improve this issue. At the 06/12/2023 Town Council
Meeting, a contract was awarded to RF Environmental Services, Inc. in the amount of $2.4M for Filter
Media Replacement and WTP improvements. The contractor has ordered the long lead time items
and the first resin replacement is tentatively scheduled to begin in January 2024.
If you should have any concerns regarding the color and/or quality of your drinking water, please call
the Town’s WTP at (561) 540-5760 between the hours of 7:00 a.m. and 4:00 p.m. so that we may
address your specific concerns.
Moreover, Town staff continues to work closely with our engineers on other water-related improvement
projects to ensure that the Town continues to provide quality potable water in a safe, consistent, and
cost-effective manner. These include:
Completing the design work for the Broadway and WTP Discharge Water Main Pipe
Replacement Project (contract expected to be awarded at the 01/08/2024 Town Council
Meeting).
Water Main Replacement Project under the Florida East Coast Railway tracks at Pine St
(expected to resume in early January 2024).
Replacement of the temporary WTP Softening System with a more permanent solution once
it can be designed/acquired (updates to follow).

All of these projects are ongoing simultaneously, in various stages of progression and are of the
highest priority to Town Officials and staff. In addition, the staff meets monthly with our engineers and
independent consultant to ensure that we remain on task. In many cases, there are multiple regulatory
agencies that we need to coordinate with and design issues which need to be addressed in order to
ensure the delivery of safe and reliable projects to the Town’s residents and business owners.
Due to the enormity and complexity of these projects, in many cases, they are phased in over multiple
years in order to effectively plan, design, bid, award, fund and construct the projects at hand. Funding
has been provided for many of these projects including Federal and State appropriations (through
Congresswoman Lois Frankel’s Office and with the assistance of our Lobbyist Ballard Partners,
respectively). We are also pursuing other grant opportunities to assist with our funding needs for these
and our other infrastructure related projects with the assistance of our professional grant writer (see
GRANTS). The Town will continue to provide updates as to the status and progress of these projects.

Hurricane Nicole Update
On 11/09 and 11/10/2022, the Town experienced impacts from Hurricane Nicole (i.e., storm surge and
the unusually high tide which caused normally dry areas near the coast to flood). Although the impacts
to our community were fairly light, the Town continues to work on the following items in response to
damage/delays caused by the storm:
Seawall Update
During the storm, a portion of the seawall at the top of Dorothy Rissler Lane was damaged. At
the 02/13/2023 Town Council meeting, a Consulting Services Agreement (CSA) with our
engineer was approved to provide designs, drawings and specifications to repair the seawall.
The project was sent out for competitive bid in August 2023, opened on 09/19/2023 and was
awarded at the 10/23/2023 Town Council meeting. A pre-construction meeting was held on
12/12/2023 and the contactor is expected to begin construction in January 2024.
Dune Restoration Project Delayed until November 2024
On 10/24/2022, the Town Council approved the 1

Amendment to the Interlocal Agreement
(ILA) for the Dune Restoration Project Reach 9 (Project) with the Town of South Palm Beach
and Temporary Easement Access Agreement with the Town of South Palm Beach and the
Town of Palm Beach which extended the term of the project through 02/28/2023.
On 11/21/2022, the Town was informed that the Project would be delayed until late 2023 or
early 2024 due to the fact that the sand stockpile that was planned to be used was washed
away by Hurricane Nicole.
On 07/18/2023, the Town was informed by Palm Beach’s Coastal Program Manager that their
Town Council had decided to delay beginning the Project until at least November 2024 so that
other capital improvement projects could be prioritized. As a result, the Town will continue to
work closely with our municipal partners to enter into updated agreements so that this Project
may resume when feasible.

2024 Election Information
The Town’s next general election day is Tuesday, 03/19/2024, to elect candidates for the Office of
Mayor, Group 5 (three-year term). The qualification period for the 03/19/2024 election began at noon
on Monday, 11/13/2023 and ended on Friday, 11/17/2023 at 4:30 p.m.

New Election Laws now Require
Voters to Renew their Vote-by-Mail Ballot Requests After Every General Election Cycle.
Under current Florida Law, ALL Vote-by-Mail requests submitted before the 11/08/2022 General
Election, expired on 12/31/2022. Therefore, voters who wish to receive a Vote-by-Mail ballot for the
2023 through 2024 elections must complete a new Vote-by-Mail ballot request.
Updated Vote-by-Mail ballot requests will be valid until 12/31/2024. After the next General Election,
voters will need to make the request again, and it will need to be renewed after every General Election
cycle for future elections. Vote-by-Mail ballot requests can be made online at Palm Beach Supervisor
of Elections > Home (votepalmbeach.gov) or by calling (561) 656-6200.

Holiday Lights, Banners and Decorations
As part of the Town’s beautification efforts and in order to
enhance our appearance and to welcome in the holidays, we
have hung holiday lights and banners all around the Town and
have lit up and decorated Town Hall facilities in and around
Greynolds Circle. The Town plans to change out the banners
seasonally. Happy Holidays to All!

On 12/20/23, the Town of held a public Selection Committee meeting to review the letters of Interest
that were submitted in response to RLI 2023-01-PS for Baseball Athletic League services/Sports

Sea Pines Neighborhood Drainage Information
The Public Services’ Utilities Division is equipped with pumps that can
be immediately mobilized to mitigate potential street flooding and
threats
to property. Stormwater infrastructure maintenance is routinely
performed and a Stormwater Pump Station contract was awarded to
Ferreira Construction Southern Division Co., in 09/2022. This Pump
Station will be utilized to control the water level there and reduce the
likelihood of street flooding in the area. The long lead time equipment
was delivered on 07/2023 and mobilization began on 08/08/2023. The
upgrading of the downstream outfall pipes near Cabot Dr has been
completed. A pre-construction meeting with SFWMD was held on site
and the installation of the pump station has begun. The pump station
is currently projected to be completed by February 2024.
Hypoluxo Island Drainage Information
On 01/20/2022, staff and the Town Engineer met with Hypoluxo residents to listen to their
drainage concerns on both the north and south sides of the Island. As a result of that meeting
the Town Council approved CSA 2022-04 with the engineer to prepare a study in areas on
Hypoluxo Island that are prone to flooding during periods of intense rainfall and/or high tides.
On 10/19/2022, Town staff met with the engineer preparing the drainage study to review
preliminary recommended drainage system improvements.
o An on-site meeting occurred on 11/02/2022 to review the potential locations of the
recommended drainage system improvements.
o A Workshop was held on 12/12/2022 at 5:30 p.m. to discuss the engineer’s preliminary
findings and they finalized their report on 02/15/2023. On 04/24/2023, the Town
Council approved CSA No. 2023-03 with our engineer for the design, permitting and
bidding for the drainage improvement project for N Atlantic Dr and Beach Curve Rd.
This process is expected to be wrapped up in April 2024.
Railway Information
On 01/24/2023, a meeting was held between the Town and representatives from the FEC and
Brightline to discuss and review plans for a potential Corridor Improvement Project. The purpose of
the meeting was to walk the corridor and survey the area for potential improvements that will limit
trespassing and vagrancy incidents along the corridor while maintaining or improving the visual
aesthetics throughout the Town.
On 02/27/2023, a Workshop was held at 5:30 p.m. so that representatives from the FEC could discuss
with the Town Council the potential closing of the W Pine St crossing in exchange for substantial
infrastructure type improvements along the entire railroad corridor (i.e., fencing, sidewalks,
landscaping, intersection/roadway improvements, etc.). Such projects would likely be funded from a
combination of a federal grant and local sources. Representatives from Brightline and the FRA
assisted in the presentation. In addition, representatives from the Florida Department of Transportation
(FDOT) and the Palm Beach Transportation Planning Agency (TPA) were present to lend their support
to the potential project. At the meeting, there was consensus among the Town Council for staff to
continue exploring this opportunity and to hold an informational Workshop for our community.
On 04/06/2023, the Town and our railroad partners hosted a public Railroad Corridor Municipal
Workshop to discuss the FEC’s potential closing of the W Pine St Railroad Crossing in exchange for
substantial infrastructure type improvements along the Town’s entire railroad corridor. The meeting

was well attended and many issues and concerns were discussed. Immediately following the
Workshop, a Working Lunch was held between Town staff and our railroad partners.
Temporary Crossing Closure
The W Pine Street railroad crossing will be temporarily closed (dates tbd) to allow for the construction
of the Water Main Replacement Project at that location. Detour signs and barricades will be placed on
both sides of the construction site. During the temporary closure, staff will study the impact on traffic
at the remaining crossings which include: W Lantana Rd, W Ocean Ave, W Central Blvd, and Hypoluxo
Rd. The Town will announce any updates relating to this closure on our social media platforms. We
apologize for any inconvenience that this required temporary closure may cause.
Evergreen Cemetery Information
The Town and the Lantana Historical Society have partnered together to install a fence around the
perimeter and concrete monuments for the SW and SE boundaries of the Evergreen Cemetery site.
The project was completed in October 2023.
The town will have the opportunity to repaint the cemetery fence facing W Lantana Rd. This project is
expected to be completed in January 2024.
The Town would like to acknowledge and give special thanks to the estate of Mr. Dwight Bradshaw, a
former resident and Lantana Historical Society member for their contribution towards this effort. A
dedication ceremony will take place at a date to be scheduled soon.
New Residential Solid Waste and Recyclable Materials Collection
and Disposal Services Contract
At the 06/12/2023 Town Council Meeting, the Town Council awarded the above-referenced contract
to Coastal Waste and Recycling of Florida, Inc. (Coastal). The new service began on 10/02/2023.
The collection time for your residence may vary from collection day to collection day based on traffic,
the amount of materials collected and potential route changes. In order to ensure timely pickup, place
your container, bulk and/or vegetation out by 7:00 a.m. on your scheduled pick-up day. Containers,
bulk and vegetation cannot be picked up if it’s not outside by the specified time and placed properly at
the end of the driveway nearest the mailbox.

The Town would like to announce the success of the 4

quarter of the recycling program of 2023. We
want to thank all residents for their continued commitment to making our dual-stream recycling
program successful. The Solid Waste Authority of Palm Beach County (SWA) reported that our
municipality recycled 145.79 tons of blue and yellow bin material in the 4
th
quarter of 2023. For more

Library Parking Lot Lights
As part of the Library Renovation Project, two (2) new decorative parking lot lights have been installed.
According to the Project Lead from FPL on 12/21/2023, all material has been received and the locates
have been called in. They are just waiting on the availability of the boring crew which has been given
the green light to proceed as soon as they are available.
Dixie Hwy and Lakeview Ave Intersection
Residents requested that the lighting be upgraded to support safety concerns at this intersection. Staff
submitted the request to FPL and the additional light was installed on 10/2023. Additionally; efforts to
remove the wooden poles are underway.

DEVELOPMENT SERVICES DEPARTMENT
Water Tower Commons Project Update
Town staff continues to work closely with the Developers of the Water Tower Commons site. Currently,
staff is processing appropriate permits and inspections for the recently approved amendment to the
Special Exception, Site Plan and Landscape Plan to include a portion of the eastern commercial side
of the project as well as a Fifth Third Bank. El Car Wash has recently opened to the public. As part of
the approval of the Water Tower Commons Project, the Developer was required by Palm Beach
County (PBC) to install a mast arm traffic light at the project’s entrance. Since Lantana Rd is County-
owned and maintained, Town Staff has recently been engaged in discussions with PBC as well as the
Developer regarding the mast arm and it appears that all parties agree that this requirement is a
priority.
Treasure Coast Regional Planning Council (TCRPC), Master Plan Update
The Master Plan was successfully adopted by the Town Council at the 07/24/2023 Town Council
Meeting. Since that time, the following actions have been taken:
The adopted Townwide Master Plan has been posted on the Town’s website at:
https://www.lantana.org/news/post/15421/.
Staff has formed the Master Plan Committee, a volunteer group of residents from various
neighborhoods to provide input on the Master Plan and ongoing projects.
Digital copies of the Master Plan have been distributed to potential developers and
stakeholders.
Staff has presented to the Town Council on highlights of the Master Plan in relation to the
proposed redevelopment of the Kmart Plaza.
Staff has worked with the vacant Ocean Avenue property owners on a redevelopment plan for
the parcels, in keeping with the Master Plan proposal for the properties.
$100k worth of funding has been included in the FY 2023/24 budget for related projects.
Business Tax Receipts (BTRs)
FY 2023/24 BTRs went on sale on 07/01/2023 at the Development Services Department. In order to
be in compliance, any business or rental property operating in the Town should have paid their BTR
for the new fiscal year by September 30
th
. If payment has not been received by this date, they are
considered overdue. Payments can be made in person or by mail, via check.
Traffic Calming
Staff is currently working with our contracted Traffic Engineer on residents who have expressed traffic
concerns for their neighborhoods. Recently, Melody Ln was closed temporarily to observe impacts for
a future permanent closure. The Hypoluxo Island neighborhood is exploring additional signage to slow
traffic speeds. Traffic data was recently gathered in the Southwinds neighborhood and a community
meeting was held on 11/20/2023. A community meeting was recently held for the S Lake Dr traffic
calming application where it was determined that temporary speed cushions should be installed. Feel

Livestock
Please note that it is unlawful to keep, raise, harbor and/or maintain, within the Town’s limits, any
chickens, geese, turkeys, horses, mules, sheep, cattle, hogs, pigs (with the exception of a miniature
pig, or micro pig or teacup pig) goats or other livestock or fowl. Please reference Chapter 4 of the
Town Code of Ordinances for more details.

Elevation Requirements for New Construction and Substantial Improvement Projects
in Special Flood Hazard Areas
In designated flood zones, building codes require new construction and substantially improved building
projects to be built at a minimum height of the designated Base Flood Elevation (BFE) plus one (1)
foot. “Substantial improvement” means any reconstruction, rehabilitation, addition or other
improvement to a structure, where the total cost equals or exceeds 50% of the market value of the
structure before the start of construction of the improvement. Please contact our Planning and Zoning
Division for more information regarding these requirements at planning@lantana.org.
Assistance with New Businesses and those making Home Improvements
Please help us help you! It’s never too early to reach out to the Development Services Department if
you are thinking of opening a new business in Town, moving your business to a new location or doing
a home improvement project. The earlier you know if permits are needed, if your use is permitted at a
location and/or if there are certain code requirements that need to be met, the more seamless we can
make the process. Having the information ahead of time will help facilitate a successful outcome and
will assist in preventing frustration and unnecessary delays. The Development Services Department
is here to guide you through every step of the Town’s processes and requirements.
Permit Extensions
Building Permits can expire if there is no activity on the project. Work shall be considered to be in
active progress when the permit has received an approved inspection within 6 months. If your permit
is set to expire, you can request an extension in writing with justifiable cause prior to the expiration.
The Town’s Building Official has authorization to grant, in writing, one (1) or more extensions of time,
for periods not more than three (3) months each. Please contact the Building Division for more
information regarding these requirements at buildingpermit@lantana.org.
Reporting Code Violations
If you are reporting a potential Code Violation, you must include your name, address and contact
number for an investigation to occur. Per a Florida State Statute passed in the Summer of 2021, Code
Enforcement can no longer act upon anonymous complaints. However, this does not apply if the code
inspector has reason to believe the violation presents an imminent threat to public health, safety, or
welfare or imminent destruction of habitat or sensitive resources. For more information on the

Parking and boat trailer decals are on sale now at Town Hall and are good through 09/30/2024.

FY 2023/24 Annual Budget
The budget process began in April 2023. The FY 2023/24 annual budget documents were distributed
to departments who submitted their requests back to the Finance Department at the end of April.
Meetings transpired mid-May where Management reviewed departmental requests. Public budget
workshops occurred on 06/12/2023 and 07/10/2023 where the draft budget was discussed. The
proposed millage rate and FY 2023/24 proposed budget were discussed and tentatively adopted at
the 09/11/2023 public hearing and subsequently adopted at the second and final public hearing on
09/20/2023.

GFOA Award
The Government Finance Officers Association of the United States and Canada (GFOA) has awarded
the Certificate of Achievement for Excellence in Financial Reporting to the Town for its Annual
Comprehensive Financial Report for the fiscal year ended 09/30/2022. The report has been judged by
an impartial panel to meet the high standards of the program, which includes demonstrating a
constructive “spirit of full disclosureto clearly communicate its financial story and motivate potential
users and user groups to read the report. The Certificate of Achievement is the highest form of
recognition in the area of governmental accounting and financial reporting, and its attainment
represents a significant accomplishment by a government and its management. This is the 25
th
consecutive year that the Town has received this prestigious award.

LIBRARY DEPARTMENT
Read for the Record Winners Announced
Thanks to the effort from staff and our community, the Town of Lantana was named the winner for the
Literacy Coalition of Palm Beach County’s Read for the Record Contest in the Small Municipality
Category.
Programing for Kids
Storytimes continue on Thursdays at 10:30 a.m. throughout December. Check back in January for our
Winter program schedule for kids.
Programming for Adults
Join our Adult Book Club! The next club meeting will be on 01/11/2024 at 3:00 p.m. Sign-up and
receive the book at the Library’s front desk. For more information, email Jane Smith at
jsmith@lantana.org.
The Library Friends’ Annual Winter Concert and Open House was held on Wednesday, 12/20/2023 at
7:00 p.m. Approximately 50 attendees enjoyed a great concert featuring the Friendship Ensemble,
light refreshments and a festive holiday program! Special thanks should be given to Teresa Wilhelm
and Debbie Loyal for organizing the event. For more information on The Friends of the Library please

POLICE DEPARTMENT
Traffic Enforcement
The Police Department continues to routinely conduct a Selective Traffic Enforcement Program
(STEP) in various areas throughout Town to address traffic violators and areas of concern. In addition,
the Motorcycle Unit has been reinstated and conducts traffic enforcement throughout the Town.
Police Department’s Ongoing Projects and Current Trends
Staff continues to work with the Florida Department of Law Enforcement (FDLE) with the
migration of Uniform Crime Reporting under the new Florida Incident Based Reporting System
(FIBRS).
Staff is working with County liaisons to assist homeless subjects to obtain available services.
Officers attended training with the State Attorney’s Office staff with the topics of Body Worn
Cameras, Search and Seizure, evidence collection and submission on 11/14 and 11/16/2023.
Less lethal ammunition equipment has been received and training will be conducted soon.
On 12/08/2023, Officers and Explorers attended the Town’s Winterfest Event.
On 12/10/2023, Daniel Navas was promoted to Commander.
On 12/10/2023, Tom Dipolito was promoted to Sergeant.
On 12/11/2023, Officer Morris received the Lantana Police Department and PBCFR Life
Saving Award.
On 12/23/2023, Officers, Explorers and elected officials will participate in a Holiday Toy Drive
whereby toy donations will be dropped off throughout Town.

GRANTS/APPROPRIATIONS/AMERICAN RESCUE PLAN ACT INFORMATION
Grants/Appropriations Update
The Town aggressively pursues operating and capital grant opportunities in areas that improve and
enhance the delivery of our services. In order to maximize our potential for obtaining this vital funding,
our in-house Contract and Grants Administrator position within our Public Services Department, works
closely with many business partners that include:
Ryan Ruskay from RMPK Funding (RMPK). RMPK is an external grant writing firm that assists
the Town in obtaining funding for a wide range of capital improvement projects that enables
us to better meet the unique and diverse needs of our community. To date, RMPK has been
instrumental in the Town securing nearly $2.1M in such funding.
In March 2023, Mat Forrest from our Lobbying firm Ballard Partners, set up in-person
meetings with Senator Bobby Powell Jr. and Representative Mike Caruso during Palm Beach
Day in our State Capitol so that the Town could gain their support in funding the Town’s FY
2023/24 state appropriation request. As a result of Mr. Forrest’s efforts, the Town was awarded
$1.2M to fund the Town’s Water Main Replacement Project. In the coming legislative session,
we will be seeking Mr. Forrest’s assistance to secure $2.5M in state appropriations to support
our Water Main and Water Treatment Plant related infrastructure projects.
In addition, we work very closely with our Congressional partners Congresswoman Lois
Frankel and her staff. Last year, Congresswoman Frankel supported and assisted the Town
in securing our federal appropriation request of $1.2M to help support our Water Main
Replacement Project. In the coming year’s federal budget, Congresswoman is sponsoring
nearly $1M in federal appropriations to support the Water Main and Water Treatment Plant
related infrastructure projects.
American Rescue Plan Act (ARPA) Funding Update
The Town received a total of $6.3M in ARPA funds to be used for various eligible operating and capital
projects that benefit the Town. The ARPA annual reports were submitted to the U.S. Department of
the Treasury on 04/08/2022 and 04/20/2023, respectively.
To date, more than $4.2M of ARPA funds
have been committed for various related projects, leaving approximately $2.1M for other projects. Staff
continues to evaluate and recommend projects to be funded from this source for Council consideration
which must be obligated by 12/31/2024, and expended by 12/31/2026.
